Electric Bikes (EAPCs) - UK Legal Requirements

To be classified as an Electrically Assisted Pedal Cycle (EAPC) and used legally on UK public roads without registration, insurance, tax, or a license, an electric bike must meet ALL of the following criteria:

- Maximum motor power: 250 watts

- Speed limit:Motor assistance must cut off at 15.5 mph (25 km/h)

- Pedal assist only: The motor should only assist when you are pedaling (throttle assistance limited to 6 km/h for starting)

- Minimum age: Rider must be 14 years or older

- Display requirements:  Must show the motor's power output and manufacturer information

E-bikes that do not meet these requirements are classified as motor vehicles and require registration, insurance, tax, a valid driving license, and a helmet.

Electric Scooters - UK Legal Status

  1. Private E-scooters

It is currently ILLEGAL to use privately-owned electric scooters on public roads, cycle lanes, pavements, or public spaces in the UK.** Private e-scooters can only be used legally on private land with the landowner's permission.

  1. Rental E-scooters (Trial Schemes)

Rental e-scooters are legal ONLY as part of government-approved trial schemes in specific areas. To use a rental e-scooter legally, you must:

- Be part of an authorised trial scheme

- Hold at least a provisional driving license (category AM, A, or B)

- Be 16 years or older (18+ in some areas)

- Follow local trial scheme rules and regulations
